Cardiff Council Receives Procurement Award

City of Cardiff Council has won the Best Public Sector Procurement Project 2014 title after procuring Home to School Passenger Transport Services.

The local authority received the award from spend control and e-procurement solution provider Proactis, which supplied the council with its Source-to-Contract system in June 2014.

The project aimed to manage all sourcing and contract management activity, reducing costs and also deploying standardised processes and automation to increase transparency, visibility and fairness within the marketplace.

By working with Proactis, Cardiff Council was able to create a Dynamic Purchasing System (DPS) and run an e-auction programme for Passenger Transport services.

Since then, over 60 local suppliers have registered and the creation of the DPS allows suppliers to join one of four lots at any time.

A total £588,000 annualised savings were realised through allowing Proactis to run all home to school transport routes as tender exercises.

“Proactis automates our sourcing events from reverse auctions to complex multi-stage negotiations and enables us to realise the best value, not just the best price, from our local supply base by factoring cost, risk and performance drivers into decision making,” said Steve Robinson, head of commissioning and procurement at Cardiff Council.

“We have achieved a balance between making it easy for users to consistently adhere to the agreed policy and allowing flexibility to handle any complex project or service-user requirements,” he added.

Improving Health And Social Care With Proactis

The local authority also uses Proactis to secure Residential and Nursing packages for older people.

In mid-August, Cardiff selected Proactis to perform the sourcing tasks after considering existing processes and alternative technology providers.

Over 100 providers have now been registered on a Dynamic Approved Provider List (DAPL) with 170 opportunities issued to the market, leading to £230,000 annualised savings.

“Proactis greatly improves the social care experience for staff by simplifying and automating process in place,” said Sian Walker, director of health and social care at the council.

“Social workers are released from administrative duties to concentrate on services delivery. Proactis also greatly enhances communication between staff, providers, clients and families, thereby allowing us to demonstrate greater transparency, visibility and fairness,” she added.
