Scotland Tendering For HEPMA Systems

NHS National Services Scotland (NHS NSS) has issued a prior information notice in the Official Journal of the European Union (OJEU) revealing its intent to procure new healthcare IT.

According to the document, the Scottish NHS is seeking a Scottish National multi-supplier Hospital Electronic Prescribing and Medicine Administration (HEPMA) framework for IT systems.

These systems facilitate and enhance the communication of a prescription of medicine order to aid the choice, administration and supply of a medicine through knowledge and decision support.

HEPMA systems are also designed to provide a robust audit trail for the entirely process.

The multi-supplier framework, which will initially be at hospital level, is required to meet both the standard of functionality and the level of safety required by NHS Scotland systems whilst leaving open the maximum choice of vendor to the Health Boards.

The prior information notice reveals that the organisation will be holding a supplier open day on the 5^th May 2015 at the Beardmore Conference Centre in the Clydebank, Glasgow’s Golden Jubilee Hospital.

“We intend the framework to be a multi-supplier framework and where some specific Scottish requirements are not initially met by bidders they will be given the opportunity to modify their systems to meet our requirements,” the document explains.

“As each successful bidder meets our requirements they can become active on the framework and available for Boards to call off from,” it added.

NHS NSS is accountable to the Scottish government and works to provide national strategic support services and expert advice to NHS Scotland.
