PSNGB “Disappointed” By Multiple Framework Delays

PSNGB, the trade association for supplier to the Public Service Network (PSN), has revealed its dismay towards the continuous delays to the new Network Services Framework.

The Network Services Framework is intended to replace two old procurement networks: PSN Connectivity and PSN Services.

The original deadline for applications to join Network Services was in November, but it was extended until the 11^th December after an “unprecedented” amount of clarifications were requested.

The Crown Commercial Service (CCS) has since extended the deadline twice, from the 11^th December to 9^th of January and most recently, it has been pushed back to 19^th February.

“As you are aware, we have received a large number of clarification queries for the Network Service procurement, many of which have been very constructive and have helped inform the final ITT document set which has now been published as Version 2.0,” claimed a notice sent to suppliers.

“We have extended the deadline for submission of tenders to ensure potential providers have sufficient time to respond,” it added.

Burden On Suppliers

While PSNGB has stressed the importance of ensuring the Network Services Framework is deployed correctly, it has now revealed concerns about the numerous extensions and delays.

“As representatives of the supplier community, we have made CCS aware of the disappointment and frustration this will be causing the supplier community,” a statement on its website claims.

“Each delay costs the supplier community money and also lost opportunity. Whether you are a large organisation required to present responses to RM1045 to senior management or the board; or whether you are a smaller organisation that has manpower tied up in responding to the tender, then another delay is unfortunate and frustrating.

“PSNGB has agreed to conduct a review meeting with CCS as soon as possible following the submissions of RM1045,” the statement adds.
