Bristol City Council is leading other UK local authorities towards the government target that all local authorities will be capable of trading electronically with suppliers by 2005. With over 19,000 suppliers, many of whom are small to medium sized enterprises, Bristol City Council has had to find a simple, cost effective way of ensuring that e-procurement works for Bristol's whole supply base. During early trials, it became clear that for e-procurement to be successful it had to address the needs of the buyer and the supplier.
