CCS Planning £2.7bn Framework Replacement

The Crown Commercial Service (CCS) has revealed it seeking a replacement for the Contingent Labour One Framework for the provision of temporary workers.

In a contract that could be worth up to £2.7bn, the government agency is seeking to build a contractual vehicle able to meet the current and future challenges its diverse customer based.

“There is a desire to understand how the market is evolving in terms of trends, emergence of new technologies and innovation with regards to commercial models and methodologies to deliver a fit for purpose contracting vehicle,” says the prior information notice in the Official Journal of the European (OJEU).

“Active market engagement will be integral to our understanding of the current marketplace landscape and dynamics in terms of availability of quality temporary labour resource and pricing pressure.

“Obtaining insight into projected market evolvement going forward is key, including but not limited to, the emergence of technology and offering which broaden the scope of services,” it adds.

The contract will potentially be divided into six lots including Interim Managers, Admin and Clerical Workers, Operational and Support Workers, Digital/IT Specialists, Senior Civil Service Managers, and Specialist Contractors.

Open To Input From The Market

However, CCS claims it is looking for input from the market to help shape its forward vision and is open to feedback proposing alternative approaches which expand or modify the projected scope.

It believes the new commercial arrangement will be split into specific solutions and the following delivery options are being considered: Dynamic Purchasing System (DPS), G-Cloud like solution, Managed Service, Neutral Vendor and Preferred Supplier List.

As with the six lots, these categories may change following industry feedback.
