Consultancy Services

LUPC can provide Members with low-cost, professional procurement consultancy services to meet a range of short-term procurement needs.

This is a chargeable service for Members, albeit at a competitive rate. This comprehensive service can be used for any procurement under our agreements; in particular, we can provide a mini-competition service, designed with higher value transactions in mind to ensure your mini-competitions are compliant and deliver best value for money.

We are also able to provide consultancy services for additional procurement strategies and activities outside the scope of our agreement portfolio.

Case Study: Royal College of Music and LUPC’s consultancy services

“The Royal College of Music (RCM) has used LUPC’s consultancy service for the procurement of Cleaning, a collaborative project with the Royal College of Art and Heythrop College; and a One-Stop-Shop M&E and Fabric Maintenance Service.

“The professional support available from LUPC was valuable as these were unfamiliar contracts on high value services. The RCM does not have a full time procurement manager, and we were keen to reduce the risk of challenge and realise savings.

“The consultant provided by LUPC was a highly qualified procurement professional capable of adapting to an institution's requirements. The relationship was easy to manage as we established a project programme with client and consultant tasks clearly marked.

“For Cleaning, the service allowed us to re-tender a collaborative project despite heavy internal workloads, and through the consultant’s management and scrutiny of tender returns, RCM saved a further £9,000.

“Over its first two years, our Estates Maintenance contract has combined all of RCM’s separate suppliers under one main LUPC contract. The consultant’s support in achieving this was paramount.

“It’s worth noting that cost is just one of the holistic added value benefits that LUPC’s consultancy can provide. Others include legislative compliance; sound contracts advice; LUPC team support; supplier review meetings; and access to pre-vetted and professional suppliers.”

Case Study: Goldsmiths College and LUPC’s consultancy services

"Goldsmiths College recently needed another pair of procurement hands for a number of important strategic projects with tight deadlines.

"I thought about resourcing options that I had used in the past, such as temp agencies. However, these options did not suit our needs as we did not need a resource for full days or, indeed, every day.  We also needed a very experienced pair of hands, someone familiar with Public Sector regulations and complicated tendering processes.

"With this in mind, I approached LUPC about using their consultancy service.  This proved to be a wise choice as the LUPC consultant assigned to manage our tender process delivered high quality work to the tight deadlines required.  Despite often working off-site, the consultant quickly managed to build up a rapport with the evaluation team, providing detailed and helpful information which ultimately led to the successful award of contract.

"I would use this service again and have no hesitation in recommending it to others."
