Procurement England Limited (PEL) is the shared vehicle by which English HE purchasing consortia will programme-manage joint developmental and improvement projects for collaborative procurement in our sector. The Chairs of the four regional consortia make up the Board, while the Chair of The Energy Consortium (TEC) attends all Board meetings. The Board meets twice annually.

The Chair of PEL is Rex Knight of University College London, who is also Chair of SUPC. The Chair represents PEL and the regional consortia on Procurement UK. There is also a PEL Advisory Group made up of heads of the four regional consortia, the Head of TEC and one Member representative from each region. LUPC's Member representative for London, elected by our Executive Committee, is Chris Philpott, Head of Procurement at the University of East London.
